I worked for an international company for over 30 years before my retirement.  This included an expat assignment of 3 years in the Netherlands .  Electricity is very expensive in Europe, twice or more what we pay in USA.

Europeans use focused low-voltage halogen lamps to put light where it is needed (instead of flooding everything) to minimize the cost.  We adopted this in our home when we returned to North Carolina.  We have ~ 35 low-voltage track lights in most every room of the house.

It's hard to to quantify the savings, but I'm sure we save 30% or more on our electric bills.  It also adds an ambience that we love.
